E-mail designer and campaigner (On going position)

I am looking for a qualified e-mail designer, who can use the info I supply including graphics and compose an e-mail and then send it. This is not spam, these are from my opt-in customers , ~ 5,000 of them. I will need of course the complete e-mail tracking info as to who opens it, who forwards it, etc... Price for 2 e-mail blasts / campaigns per month. It is extremely important that whatever servers you use are clean, i do not want to have my e-mail address blacklisted. I will be ready to supply the out going smtp server through my existing jango account for the right provider. I need someone who is able to design very attractive and eye catching e-mails and then have the techical background to mass e-mail them. Thanks
