PSD to XHTML and CSS for Joomla

I need a detailed conversion from the attached PSD to strict XHTML and CSS with clear and easy to understand annotated code, fit to implement on the Joomla system (with the flexibility of being used outside of Joomla)

The PSD has cursor guides showing what happens when the mouse goes over certain objects/links.

I need it in less than 12 hours after accepting the bid.
