I'm looking for a magento website to take wholesale and retail orders. We currently have a magento website, but we want to change the layout so it’s easier to navigate and faster to load as we sell over 1000+ different items. We can tweak an out of the box template as well.

The very top will be a button linking to a page that tells how the user can sign up to be a wholesale client.
The top menu I want the following links: home, new arrivals, sale, contact us with a search bar at the end.
Near the top, I would want our logo, “my wishlist,” log in / sign up function, and the a link to the client’s shopping cart.
The middle will have a scrolling banner and a section for featured products right below it
The bottom / top will have a place to sign up for our newsletter.
At the very bottom are the extra links for FAQ, return policy, contact us, about us, shipping and handling questions, how to become a wholesale client.
For the side navigation bar, the other websites have a breakdown of the type of accessories, brands, and carriers. I only need a section that breaks down by brands on the left hand side. However, I want it to have a sub category in there, so if a client clicks on the main brand, it will expand out the subcategories with the models. For example:
If the model is popular, the user will be directed to a landing page that will have pictures of the different category of products (case, charger, screen protector, etc.). The user will then need to click into the category he wants before actually seeing the actual product. However, if the model is not popular, the user will be directed to a page that will already have all the actual products.
Within the product page, the bottom part will have a bar called “similar products” that are populated by pulling products with same keywords.
2a) I have the tiered pricing plug in installed, so right now I can have different customer groups with different pricing.
One problem is how to differentiate retail and wholesale customers at checkout.
I want retail clients to go through with paying for regular shipping and handling.
I want wholesale customers to ultimately be separated into 2 ways. One group will have tiered pricing, select the items they want, and pay shipping and handling like a retail client. In this group, they will put in their address and get an estimated quote from UPS or USPS. They will ok the charges and pay with their credit card.
The other group will have tiered pricing, select the items they want, but will NOT pay like a retail client. Instead, the order will flow through our order management software as unpaid, and we will capture the payment in another way (COD, local pick ups. net 30s, etc).
3) We have a lot of items to put up. Recommend an easier way than how we are currently using the custom bulk product import function. For right now, we are uploading the pictures first to our web hosting company and then we are creating an import file with Excel to mass upload it to our website. I can send a template of how we are doing it at the moment.
4) Fix the payment module
The website use to be able to take payments. However, I tried switching it to [login to view URL], and now when I switch back to paypal, it can't take payment anymore.
This is the problem that shows up when you try to pay "Credit card number mismatch with credit card type."
I beleive it has some problem with the source coding. I see some forums talking about this issue:

5) Search Engine Function - there is no consistency in how it shows the products. For example, when you search ipad 2, it will show some items for iPad Air 5th Generation.
6) Integrate UPS price quotes with our pricing from UPS.com
7) Site must be responsive, compatible across mobile cell phone and tablets.
