Upgrade and Maintain Simple Wordpress Website -- 2

I have a simple Wordpress site (I can't share the URL because freelancer thinks I'm advertising lol).
The most complex features I want to add are registration and login. A simple mySQL database will suffice.
Other minor changes are readjusting location of UI buttons and changing the dropdown menu.
We would like someone with at least 2 year's experience with Wordpress, which includes not only the development but an understanding of how to deploy the application as well.
We would like this done with the utmost speed, turnaround time approximately 3 days.
