Directory Spawner

Budget $30-100 USD

I'd like a application, software or facility that can automatically spawn an entire data tree based on the Dewey Decimal System and if possible other classification systems. I prefer to use Windows XP at the moment but Linux would also be nice.

So one of the important things is to somehow get the entire classification system - that's something I don't know about.

Being able to arbitrarily assign colors to folders would be nice too but not critical at this point.

I need something I can copyright and distribute for free - not sure how that works either.

In the future, I want to include other data classification systems so this is an ongoing project.
