Converting PSD template to Wordpress template

We have a PSD template , we need to convert that into Wordpress (last version) template.
Freelancer can choose and install wordpress plugins/components where needed to return, photosliders or others, same as painted to PSD template.
All menus/articles/banners as to be generated dinamically so no static content into template
