Build a wordpress website

I want a responsive web design for a conference. I would prefer the website to be developed on WordPress because of the plugins available. As aforementioned the website should be responsive and should be able to adapt on any device (mobile, tablet etc). The menu should be on left because we use many links and sublinks. It could be fullpage or middle page design but what is important is to be able to add modules left and right as well to be able to add more links and sublinks with content. What you will deliver is the design which I dont mind to be a template that you modified and add 10 links and 2 sublinks for example random data just to proof that the website is working. It should also be a countdown module and weather modules.
Also before you proceed you should show me a design that I should approve for the template.
