Wordpress occasionally will not allow users to login

Job Description:
We need someone to give our site a look and try to figure out why from time to time users are not able to login to the system. We use WP Rocket and believe this is one of the main reasons people are experiencing problems and could be the source of the issue (cache?)
You may have to exclude this section of the program from caching while not affecting our performance scores.
We have a test site you can try your repairs out on to see if that fixes the problem before uploading as we will test extensively as well.
You will be expected to review and quote us on how long this will take to resolve. Would be great to find someone who has troubleshot this same exact problem in the past.
