New Website design needed

Jeemsolution/Ali Ahmed promissed by contract (30th November 2012) to deliver a webshop system in osCommerce until 4th January 2013, They do not deliver until today the 6th February! For answering an email he needs 1 week! All memos he ignores, all provided credential to integrate the payment gateways he can not use. He is not able to execute a demo upload on Strato hoster with Access information provided by Strato himself. No progress on the coding and programming since 18th December. It is not possible to get in touch with him, no telefonnumber, no Address, no company legal informations, just skype (most of time offline). Today after i submitted a dispute on freelancer he do not want to work anymore on my project "because we push him to much!" To all freelancer, this man is a liar and a cheater!
