Explain to me a Python Code for RL environment and help modify the code

1) I wanted a code modified with a fee new variables incorporated in it. 2) I agreed for the project cost of 5000 INR and the freelancer made me create milestones for that (2 milestones of 2500 each) 3) The initial deadline for work for 7 days. And work did not get delivered. Kept giving him extensions 4) Meanwhile - I don't know how - he created another milestone for 5000INR (on top of initial 5000INR that was agreed). 5) He gave me a code with just the new variables initialized =>while those variables were not getting used in the code (whats the point?) 6) I requested cancellation of the extra 5000INR milestone which was incorrectly generated. He disputed that and Freelancer released him funds without me approving it 7) With no work done and money already gone. I disputed the initial milestones of 5000 (2 milestones of 2500 each) I requested cancelling it. I raised a dispute because I no dont trust the system. It releases funds without asking the project owner. 8) It did not even let me end project unless i release another 5000 INR to this freelancer 9) After raising dispute the freelancer gave me modified code which i have not even tested. 10) I quickly asked him to accept cancellation of the 2 milestones of 2500INR each. And then ended the project. I was more worried that new invoices will get generated and charge my card another 5000INR. [23 February, 2022] Accidental milestone got created. I disputed it. But payment was still released. The freelancer has not done any of the jobs assigned. Please refund me my money

Worst experience you could ever had, this programmer said he understood the project and was familiar with the software I needed completed and could do the job, after messing around for 3 weeks and me advancing him money even though the project wasn't done, (that was a bad decision on my part). The truth is he knew nothing of the software I needed worked on, he tried to learn on the job but all he did was screwed things up so bad it will take time and more money spent to unwind the damage he has done. My advice, stay clear of this guy, he'll make promises he can't keep and will make things even worse!
