Opening view and icon design for iPad/iPhone children app • $250 USD

In his bid Melencio indicated the project would take 5 days. 3 weeks later, all he provided was 2 lousy drafts of one application icon, on which he probably spent 15 mins max. During these 3 weeks he used any possible excuse (4 designers left the company, internet service down, requirements not clear, funds not put in escrow, etc.) when asked for progress. He always ended the communication with "I will send you asap", "I will surely provide tomorrow", etc. just to not send anything the next day again. I hate canceling and restarting projects so I warned him but gave more and more chances, but eventually after 3 weeks just had to give up. I hired Melencio based on his portfolio and the reviews in this site (which I now find hard to believe). However, my experience with him revealed an unreliable, non-committed and dishonest provider.
