The work that this freelancer delivered was of excellent quality. I would definitely hire him again, for the quality of his work. However, since he demonstarted significant lack of responsiveness when he became unable to deliver (for personal reasons), I would implement tighter reporting (eg weekly status reports). While I understand that matters may prevent a freelancer from completing a job, it is a matter of professionalism that the freelancer notify the buyer as soon as possible.
