PSD to Joomla / Flash convertion - Chocolate(repost)

Webcognized (the worker) alleged that the deliverables were 100% complete by the deadline and Intercode Brazil (the employer) alleged that they were not. vWorker.com tested the deliverables and found one or more non-cosmetic flaws in the deliverables. They had not managed the deadline properly. Intercode Brazil had released 66.67% of the funds. All remaining funds in escrow were returned to Intercode Brazil.
