Stick Figure Animation for 1:00 Length

I need a animator that can create a 1:00 minute long animation of two stick figures and the accompanying storyline. I have a 1:00 voice file that is a commercial for a wine tasting tour service. It is comical in nature and I want two stick figures to act out the dialogue.
The final asset needs to be in a file format that can upload and play quickly on a website (a light file) and also play on YouTube.
