Fifa 13 Autobuyer

Hi I want to hire a freelancer to build/make me a fifa auto buyer that can buy,bid and re sell players on the market to earn coins.

The autobuyer must be able to bid or perform a buy now on any players i choose to list the software to do that are under the market value. (user must be able to do this) and should have a simplistic way to change if market value increases/decreases.

It must be able to automatically refresh within one second to prevent other buyer's from gaining players on low market value.

Java preferred, internet explorer/Firefox web app or other internet browser
I would like it to contain the different parameters type's (Resource ID'S) of contracts you can buy, for example as it refreshe's every second it will also need to do the follow up action's within a second intervalalso in order to get there quicker than anyone else.

The autobuyer would be able to add new players in a simplistic way, and be able to search for multiple player/misc id's at the same time (important) and to allow me to enter a specific price range to buy the player's. For security i would like to be able to enter my own login details.

Once consumable contents and players have been purchased in the autobuyer it would automatically relist all contents at the prices i have set it to.

I would like it to run on Ps3.

I am flexible just let me know what the problem is. please make it secure so i wont be banned!

More info regarding my project

Let me explain the website a little bit more.
Basically it's just cards that people can trade. There are rare players that are worth a lot of coins, but not only players. Formations, managers, etc. as well. Players can sell their players and they have 2 options to do so: The first option is to put the item up for auction. The second one is the Buy Now option. This is the one I want to put the focus on.

What is required?
Sometimes it happens that players that are worth a lot of coins get put on the auction house for a lot cheaper price. Of course there are a lot of players playing this game so you really have to be lucky to find good deals like that. That is why the auto-buyer would be a very useful tool.

Let's give an example:
A certain player is worth around 30k and gets put on the auction house for a price of only 20k (or less). The program must detect this (as fast as possible) and buy it instantly. (Note that deals like this usually get sold within the first 10 seconds they are placed on the auction house)
IF POSSIBLE: the program should also have the ability to detect more then just one player at a time
