Geographic Weighted Regression

I need an algorithm developed for our web platform that can perform Geographic Weighted Regression using lat/longs, an independent variable for those lat/longs with our database of 25 dependent variables. Users of our platform will range from sample sizes of 3 (lat /longs) (which we have different methods for) to 5,000 (lat /longs).
