Homepage Redesign

I need a person to take my homepage and upgrade my homepage to better serve my site guests. I want to take links with a title in html tables, when a person loads the homepage the links come up minimized (-) and then the users can click on a title to expand (+) maximize the links under a particular title. The person who does this needs to make sure it blends in with my design.
This is all that needs to be done and I will give a person till May 1st to complete the project.
Keep in mind people this is not to build a web site but rather to take my homepage and make it better.
