Illustration - Wedge Tailed Eagle

We are in need of a talented illustrator to re-create for us an illustration of a wedge tailed eagle.
The illustration will feature on a beer label and will need to be based off the photo supplied (see attached [url removed, login to view]). We want the illustration style to be the same as the supplied image.
As the artwork will need to be printed, it would be preferred that the final artwork file be provided as a vector artwork. But if this is not possible due to the illustration style, the file will need to be provided to us as 300dpi Photoshop file, preferably with layers incase we need to make adjustments to colours etc. If the artwork is being supplied as a .psd we would like the artwork to be a minimum size of A4 portrait, but bigger will be better as we may need to reproduce the artwork at various sizes
