Convert PDF to HTML with mouseover answers Javascript file

I have some exam questions in PDF that need to be converted into HTML online. I have already created the layout so all you need to do is the following:
1. Copy the questions into HTML
2. Copy the answers into an associated Javascript file
3. Edit the HTML so the questions call the correct answers from the Javascript file

You will see that there are a combination of multiple choice and fill-in-the-blank questions. Each question will have a mouseover answer that is called from a Javascript file.

It's pretty simple. I don't want any changes to the design because I will be copying into WordPress later. This is simply a lot of copying and pasting.
In total I have 820 questions that need to be converted into HTML from various PDF files.
