Android Usage Meter

Hello,

I would like to get an android application that accomplishes the following.

I want to put a small meter in the lower left hand corner on the screen that shows the data being used by the phone both incoming/outgoing.

This would look like [url removed, login to view] mb/[url removed, login to view] mb with a litte up arrow on the left and and down arrow on the right.

what this meter does is, in real time, show data coming on/off the device. This is for data only, not phone calls. So if I am reading the kindle app on the device, the meter doesn't move unless, for example, email is coming into the phone. It is persistent and always there unless the user turns it off.

The configuration requirements are that the user can set the date start/stop so he can match the usage to the billing cycle of their carrier. The log would be kept for each of these periods, broken down by 24 period.

Which apps use how much data each is the other logging/reporting requirement.

This is a good size project so please bid only if you have the low level experience and bid to fairly compensate yourself.

***note: ive uploaded what the screen location would be. The phone mock up is an iPhone but this project is for Android only. The first option is to make this an alert which is on the bar at the top. The second is to put it on the home screen in the lower right corner anytime data is being used (up or down).***
