We have 600Mb of HTML 1 content including flash swf files made with ActionScript 1.0 that we need packaged as an Android App with Captive Runtime. We have tried using variations of the Web View but this doesn't seem to work when the files exceed 100 Mbs. We need the packaged APK and the source code, we use Adobe Flash Builder 4.7. The package must work on the latest Android OS as well as versions 3.X upwards. Bidders should indicate the technical methods of how they are going to achieve this.

Please note the Android app will house all content locally, there will be no online content or html every file displayed must be included with the Android app itself.
