Simple Android data collection app - UPC barcode & item price

Develop a simple mobile phone app (Android initially) to collect UPC and price data from retail products using the phone camera to read the barcode with manual price entry.

Assume that there is no data connection at point of collection, so the data needs to be stored locally and transmitted later.

Quick mockups and some notes attached - I'm not set on the look/feel, just trying to convey what I'm looking for.

User goes into a retail store

[store has no 3g/4g or wifi data connection, or the user is using an off-contract device I’ve provided w/ no 3g/4g connection]

User picks up a product, scans the UPC code & types in the price

User repeats - scan & price, scan & price, ...

User goes home or to a wifi hotspot

User sends the data collected to me

Data file I receive is a simple CSV file -

Store, Date&Time, UPC, Price

This is a Proof of Concept, and doesn't need to be very fancy for this version. This POC version will just be distributed via. apk file to see if it works out, not the Play store.

If the POC pans out, it will later need to be available on both iOS/appstore and android/Play, which was my reason for mentioning Phonegap. If that occurs, there will be additional features added before distribution. (for example, Settings would include a 'Rate' for each UPC/price pair collected, so that there could be a "MyStats" feature for the user to see how many pairs they've collected from each store, and how much money they've earned. Also, when entering the price, I'd want to expand from just 'Save' to ‘Save Regular Price | Sale Price | Clearance Price' and add the 'PriceType to the data file)
