Furniture Arranging Tool for Apartments' Floor Plans - repost

I am representing an apartment management firm who is looking to have an application created to allow users to add/arrange furniture graphics on top of a apartment floor plan image. When a furniture item is selected, it should be placed on top of and reasonably scaled with the apartment floor plan image, and then can be further manipulated: rotation, size, color, deleted, etc. The furniture 'bank' to select from should be categorized and extensive, and the furniture should be aesthetically pleasing. When finished, the user can print, share, or clear their design.
It is preferred that this work on mobile devices as well as desktops. I will likely be integrating this solution on a webpage with an iframe for desktops, and will open in a new window for mobile devices. The specific floor plan image, and other details, should be called by querying the URL (see first example below).
