Simple QR app for iOS and Android OS

Budget is $350 MAXIMUM. This is a very simple app for iOS and Android.
Using ZBar for both iOS and Android OS, I am looking for someone that is capable of delivering a simple rapid prototype that will go on both app stores.
The project consists of 3 screens:
- Login (check via JSON response)
- ZBar ([url removed, login to view])
- UIWebView with JSON string attached to the URL
I am only interested in users that are capable of delivering quickly, but can also communicate well and via Skype.
*You MUST know how to convert a PHP custom base64 function on both OS as this will be used.
