Online football management

For years I have run a football management game but would now like to convert it properly to an online web based game. The idea is to have a front end for managers either to join or log in. From there they are taken to their club details where they can pick teams, coach players, transfer players etc Some actions like coaching are done automatically, while things like transfers must be stored with everyone elses and then actioned at the end of a game turn. Teams picked for matches need to be emailed to me for action with a match program and then the results and stats can be emailed back to the database for updating. I have an old Access 1 database that can be used for the data and this needs converting to online. The whole system needs to support the facility for multiple games and would have a master database that I would update and then be used as a copy for each new game started. Therefore the data would be as up to date as possible. The game would be paid for on a credits basis and must be able to be used with PayPal, Nochex or another method someone could suggest? I already have a match viewer for graphics although this needs tweaking. I also need some web space for the game to test and run on and some web design to create a simple but effective interface. Please note that I have tried to work with coders from different time zones and this has proved very difficult. So please only bid of the difference is no more that 2 hours from GMT.

Any internet browser, wap etc. Basically device that can access the internet.
