PhP Website with OCR application

This is about a website that is separated in two parts. I need you to implement both parts. Let me give a brief description of both parts:

---The First Part---

First part is made by two parts:

*FP1 is a website upload manager were multiple pdf files will be uploaded on a website folder.

Each pdf file will be actually an A4 size scanned paper form. Each file will only contain one form.

This paper form will include on the top left corner (always in the same position) a code made by two letters and one number like eg. XE1 or JA9.

Just to make a note here, we can place this letter code in any corner of the form. Also instead of a letter code I could replace that with a barcode.

*FP2 is the OCR part. Each uploaded file should be automatically processed by an OCR procedure/class/function or whatever and recognize this letter code. Depending on the letter code you should rename the file with an appropriate name and move it to a specified folder on the website.

All the above process should be done without any user intervention unless there is a problem occurred.

*** Note: Please find attached two sample forms of what I need to use in this project. I m only interested in recognizing through OCR the 3 letter code on the left corner (big letters).

---The Second Part---

Now there are another two parts here:

*SP1 is the administrator part. I need the website to have users and so users should be able to login. Here the admin should be able to fully handle users (login/passwords, add,delete, properties etc etc) and as well specify for each user which folders and files (pdf) will be able to view.

*SP2 is the part where the user will be able to login and view the uploaded files. There will be some restrictions like that each user will be allowed to view specific folders only and files etc. specified by the admin in WP1.

Please note do not use just simple HTML about the GUI.

Also the format that will be used in the project for the OCR will be pdf.

Please read: Parts FP1, SP1 and SP2 are really easy since they are already premade and you can find them anywhere around. Only part FP2 is the part that needs coding and SP1 a bit as well to configure it in my needs. So BE FAIR. I m not a newbie in programming. I m a programmer my self and I know how much really this work costs. I just dont have the time to do it.

Just an update: instead of the 3 letter code I will use a 2D barcode for higher accuracy. Anyway we can discuss this.
