Estimating Budget for Construction Management Website

We are looking for a developer to create a module for our website that does estimating for blue prints. The blue prints are stored in PDF. The website is PHP based and the module is expected to be in PHP with JQuery and JavaScript. The plans and other data needed to complete the project are stored in a MYSQL database. The module allows an admin of a company to select a specific pdf plan they own from a dropdown list. It will then load the pdf on screen for the user to do a takeoff. The user will set the scale of the plan as well a color based key that is linked to variables they can assign, such as carpeting or sheetrock. Then the user selects the corresponding color and draws lines on the blue prints to create an estimation of square foot, square yards, or linear feet of an area. Then the module will query an item list and display the cost per unit of the object type the user selected in the key. They should be able to do this for each color they have selected in the key and it will keep a running total of cost for the entire blueprint for each vendor that sells that type of material to them. All this data will be saved into a table and attached to the blueprint for further review for that user. We will provide all the data access points you will be using to create the module as well as provide sample data for testing purposes.
