Php get error on new server after migration of data

I work as the server administrator and senior software developer for my company. We recently upgraded to a newer/better server with the newest version of centos, mysql, and php. I am now having php errors when trying to use php's function get() for the images that are on the local server. The images are still able to be retrieved from the old server but there seems to be some error either in my permissions or with a new security function in either php, linux, or Apache.
This is a small job which should not require much work so im going to set a hard paycap of $100 dollars for this job. If the work is done well and professionally I will be using you/ your team again for multiple small issues I run into.
as for when I will be paying for the work done, it will be coming from off the top of my own paycheck from the company which I receive bi-weekly ( in other words you may have to wait up too a maximum of two weeks for me to be able to pay you ). I know the pay schedule sucks but if we all get along you can count on me to be offering pretty regular small amounts work.
