Moodle Customization and design - LMS

I am searching for a php developer to work on an LMS system called Moodle. It already contains all the modules we will need, however I need for someone to go in and use the template we will provide (psd) to work with CSS (or create a similar look to the template). As well as to set up the “categories” or options Moodle offers. I would like to keep this programmer on board after this project in case I need to add other modules to the open source program (I’m not sure what might be needed but you need to be proficient in php.) and for any IT help in the future. I prefer someone in US but if your portfolio is good and you have worked on Moodle, then please bid!
I need someone to have experience in Moodle LMS, php and provide me with a portfolio of your work. My time frame is 30 days. I enjoy paying bonuses so if you do an exceptional job and exceed my expectations, I will reward you.
I have had a hard time finding competent developers and refuse to settle for people who want a project just for a portfolio. I am going to see if maybe a good one appears.
Customization:
• Moodle appearance should be customized according to the design provided (design provided in PSD file; needs to be sliced or portions of the image can be used for top banner and such).
• Security should be top priority in order to protect videos and text from search engines or un-authorized users.
• User will be allowed to login directly to the course with username and password created by administrator separately.
• Add or activate a module in Moodle should show the logged in user’s recent activities to the administrator/teacher.
• User/administrator/teacher should be able to explore all the recent activities like quizzes, forums, exercises completed, time spent on each lesson, etc from his personalized page.
Set up:
• Insert some text for each web page, quizzes, assignments, videos and slides will be provided. I will have people to do this but I need a start just to make sure we are doing things correctly. I want things perfectly done!
• We need to have the designer in the future for any extra moodle modules we might need created.
