PSD to Wordpress Theme Template - No Graphic Design Required!

The goal of this project is to take a clean PSD file and turn it into a Wordpress Template Theme. The PSD File is separated into very easy layers. There is NO Graphic Design Required. The Wordpress Template will consist of:
- 2 Column Design
- Header
- Top Nav Menu
- Secondary Widget/Menu Section (under header/Top Nav but above content)
- Left Sidebar Menu & Widget Section (under Header section, NOT next to it)
- Content Section
- Footer
- Rollovers for Top Menu Nav (already designed)
All graphics are already designed, you just need to implement them into a Theme Template format.
The Home Page should feature a rotating banner image/widget directly below the Top Menu Nav (see picture). We will provide the banner images. The Rotating Banner Section should be able to implement the Wordpress Widget for Rotating Banners. The Home Page will NOT feature the Left Side Column Menu either. However, this rotating banner WILL NOT be present on any other pages on the site, and the Left Side Column/Widget Section WILL be present on all other areas of the site (as needed) - except for the home page.
The Theme Template must allow full use of widgets in all specified areas (Header, Secondary Section, Footer, Left Sidebar, Rotating Banner Widget).
The Logo must link to the Home Page on all pages in the site.
The Register Now! button must link to a specific URL on all pages of the site.
The Footer Section includes links to our Social Media Pages and must be included in the Template.
The Theme Template must implement HTML 5 & CSS 3 via W3C Standards.
All images are provided within the PSD file, and must be sliced to be used on the site. All images must be saved in 72dpi format, and smallest file format without sacrificing quality. We need the site to load fast, but look good as well.
You are not responsible for uploading or creating any content- just turning the PSD into a Theme Template so that we can build the site ourselves.
I can provide FTP space and a clean install of Wordpress for you to work/test with.
