Site Needs A Little Work (again)(repost)

This is the third time I've posted this because the coder did not read this description (last time they said they did not know they had to create a blog so it would cost more. But creating a blog in the control panel and selection of a theme is easy. The only addition to the blog is #9 below and that's easy too).
I have a 19 page site. I need each page to be edited and properly coded.

I have the basic content and most of the images on each page.
I need each page to have:
1. proper meta tag descriptions, keywords.
2. proper keyword density. Each page has the main keyword in the title and first sentence but we need it to be properly done through out each article. Not too much...Google optimized.
3. Nav bar from the index page on each second tier page with a Home link as well.
4. For each page, I need one text link (the main keyword) to link to a page in the site that relates to the page.
5. Each page needs to link at the bottom to the next page (each page is a step by step procedure as you will see: step 1 title/keyword. So at the bottom is should say step # Main keyword of the next page in the sequence.)
6. On the right hand side of the page there is an 'Extra Stuff Goes Here' box that I need to be an optin box for our mini course. I will give you the [url removed, login to view] code for that.
7. Each page needs to have 'Copyright [url removed, login to view] All Rights Reserved.
8. Each page on the main site needs to have a social bookmarking button:

9. At the bottom (footer) of the main site there needs to be an: About Us, Contact, Disclaimer links and pages built for each (I will edit them myself).
10. The header needs to be the same as the index page header. With a motorcycle to the right (logo).
11. All links on the main site need to be regular blue not green.
