SEO Expert for domain name change

Unfortunately I need to take an existing website and rebrand it under a new domain name URL. All content will transfer over to the new site and the old site will be phased out. I would like to do this in a way that is best to preserve my current google rankings for important search terms.
I am looking for someone who knows best practices for doing this kind of transfer. I am NOT looking for link building or anything else. I am looking for an expert who knows the ways to best transfer old content to a new domain and not lose all old Google results. This is currently a consulting position in which you would come up with a written plan to address this issue. Please have examples of you doing this type of work before.
