Download photos from Instagram API and add image footer.

I am looking to have a script developed that has 2 parts.
- Find new instagram photos that have been geolocated or tagged with specific tags, 4 total (e.g. @location and #tagthing)
- Take those images, connect a footer image (each tag/location will have a specific image that it attaches) to the downloaded images and place them into a folder.
The software/script should run on our local computer and be written so we can change the tags/location we are looking to pull and it should only download new images.
