Web site header, CSS/design project

I need a web site header built with CSS and minimal gif or png files, to the following specs:
- Page background should be light gray as shown in the example file attached
- Active page should be 900 pixels wide, centered, in a div container
- Ribbon-style header with logo (I will provide the logo file)
- Background color: #003366, use accent color as desired: #ffcc66
- Simple navigation banner with drop down menus as seen on [login to view URL]
- I will add the text and links myself later, you do not have to populate the menu with content, just build the CSS structure with colors and shading as necessary
