Web site design template (Home page and subpage) - CREATIVE!

I'm looking for a creative, intelligent, wacky web designer who has a strong ability to create very customized website templates.
Specifically for this project I need a home page template and sub-page template for a business website that doesn't take itself too seriously. It should be designed to showcase new businesses and websites, but do so in a flashy and fun way (but without using Flash... have a need for a flash module as a separate project). Business should be about making money and about having fun, and that's what I want this site to convey.
The name of the site is: TipTheCow.com. The slogan is "What do you do in your free time?". The point of the site being simply business that's more hip and fun. No suits, no board meetings, no attitudes.
Requirements

- High level of creativity is an absolute must-have skill
- Must have a very strong background in layout and design, as well as understand meanings behind color schemes
- Template MUST be original (not a copy of something from Template Monster)
- Template MUST be in .PSD and HTML formats
- Must bs CSS compliant (style sheets, not embedded formatting)
- Template must be cross-browser compatible (firefox, IE, safari... don't worry about Netscape)
- Template must be designed for 1024x768 resolution
- Must show examples of work BEFORE I consider you
- Must be willing to submit work-in-progress versions of the template on a daily or every other day basis
- MUST be easy to work with and willing to make revisions until complete satisfaction is meet
Home page should have the following sections:

- Top level dropdown menu (no need to code anything... just make the placeholder with the images/design for the menu)
- Space for breadcrumb navigation
- News and latest releases section
- Featured / showcase websites section (showcasing 1 or 2 websites)
- Would need an image / placeholder stating "what do you do in your free time?" with a cow on it. This will later be replaced with an interactive flash animation... so it shouldn't take up too much space.
Sub page should have the following:

- Same general framework and layout as home page
- Website portfolio format with room for up to 4 on page at one time.
- Should include website screen grab
- Should include website short stats (Title, Date launched, Category, URL)
- Should include website description
I'm by no means a designer, so I'm trusting to the expertise of the individual(s) who take on this project to come up with something cool and impressive. I'm also trusting the winning bid to lay-out the homepage and sub-page in a manner that is easy to follow and looks good. Must be willing to revise until design is something I'm completely satisfied with. Also, keep in mind the website name and title "Tip The Cow". Looking for creativity here! Thanks!
