Realtime audio stream to web browser

When the user goes to some html web page and click on a button it should start one-way audio stream via WebRTC. The audio sender can be any source - what I need is to know how to make the WebRTC part and how to send one-way audio to it. Motivation - I need to create web service which will listen live VoIP calls where the source will be audio frames taken from RTP stream - I'm now able to take this stream and send it to whatever I want - but I do not know how to play it in real-time in web browser. I tried HTML5 stream via ogg or wav but this has 10 second lag and is unreliable.
