IPsec VPN gateway - open to bidding

Dear Bidders
I want to do IPsec VPN gateway via Linux for more than 30 sites , the sites should be able to exchange routing information's. sites are equipped by cisco c2901 routers.
Preferable to have any Linux distribution, mikrotik can be suggested as well.
Note: Cisco routers configurations out of the the scope.
