Webpage Design

I need someone to complete the following project so I can upload to my existing website:

- We are a United States-based provider of residential real estate appraisal services and would like customers / prospects to be able to go to our website and click on a map to determine whether we have coverage in a particular state and if we have coverage, then allow them to visually see, by county (each state in the U.S. has multiple counties)whether we have coverage in a county or not. This visual would either show a county that is darkened (we have coverage) or not darkended (we do not have coverage). We need easy access to allow us to make changes dynamically from our desktop as our coverage area is growing daily

- I would like compressed map of the United States that I can upload to our home page showing each state (example - [url removed, login to view]) so that when a user moves their cursor over this map a box appears and I can insert custom language that would appear to the user.

- I also want a box to appear that provides users with a choice to add our home page to their "Add to my favorites list"

- When the user clicks this map, the user is taken to a new page, which shows a much larger map, by state so that the user can choose a state by moving their cursor over a state.

- When the user clicks on the state, another page opens that shows the user each county in the state.

- The user can then visually see what counties we cover by looking at the state map, by county and seeing which counties are darkended (we have coverage) or not darkended (we do not have coverage)

- Examples of existing web sites are [url removed, login to view] and [url removed, login to view]
