I am looking to purchase some links on either a one time fee or monthly basis.

Here are my criteria

1. The pages where our site is listed shouldn't have more than 20 outbound links

2. We will buy only contextual links in High PR pages: (No footer links, no blogrolls, no site-wide links).

3. We will reject links that are from duplicate domains, link farm websites, i-frames, pages with fake page rank, or illegal / porn websites
