SQL Update & Select Query

We have here to write one sql update script.

See attached doc, we have excel with 2 sheet, one with data, and second with temple. First and second columns are Names. WP columns mean working places and ?? column we need to calculate and update. For example, we have in London 5 people in WP 1 and 4 people in WP 2. Now we need to split working places so just 2 people can work in one new sub-workings place called 1A. After we split all WP, we get 3 new sub-working places, 1A,1B and 1C. 1i 1A work 2 people, 1B 2 people and 1C rest 1 employer.

On wp 2 we have same situation, 4 employers are split to 2 places. Now we have Paris, same situation but here people are spited to 3. Template with spiting number you can find in Sheet2 from attaches excel, Londing is pliting by 2, Paris by 3 etc... For generating new column you can use letters A.B,C,D,E,F (5-6 max.) We need select and update query compatible with sql server what will take dynamically sheet 1 and sheet2, calculate fields and write new values in column ??? Please take care on performance, so use only sql server function you relay need, write clear code. final produce will be sql stored procedure that will do job on call. In attached excel file you see example, very clear, you will get it immediate. I will take job to freelancer who know his job and write this script quick for low price.
