Utility to parse patch files

Hi. I have a small project right now, but will have more work later.
I need a utility that sorts Unix/Linux patch files so that the files being patched always appear in alphabetical order. For example, given the attached input, the output would reverse the order of the files.
Please specify what language you will write this utility in.
KEY: The fewer number of lines in the utility that you write, the better.
Also, your utility will need to be well-commented so I can understand what each line does, since I will probably need to enhance your utility later.
The utility should preferably run at the command-line, and take the input file name as an argument. It should direct the output to stdout.

Command line program written in bash. It will be based on the data file you posted. It will run on posix compliant versions of Linux or Unix equipped with normal commands like grep, sed, awk, cut, sort, etc.
