URGENT: Modify some PHP script and theme

Hello, I'm looking for someone with good knowledge of CSS and PHP for some small fixes to our theme and on php side.
1. Template fixing to display our site in center of browser currently it's floating to left.
2. I have a script that display's user location/state but currently it's only showing this as two letter abbreviation need to convert it to full name. e.g CA need to be shown California. I already have the script but don't know how to use it.
3. Need a script that convert a zipcode to city and state name. Again already have a database just need to write a small php script to query database.
4. Install cookie support for our website basically e.g some one visits our site: [url removed, login to view] Need the subid=102 part stored as a cookie and should be recalled if the same visitor comes back again.
