Basic PHP Web Site Shell and Navigation

This is a shell for a pretty standard PHP site with about 20 pages.

It needs to be table-less (CSS).

The navigation menu is a little tricky and will probably require use of PHP. In the navigation menu, when a first-level menu item is selected, that menu item is highlighted and its second-level items are shown, and the first page of its section is opened. When a second-level menu item is selected, that menu item is noted with a graphic beside it, (the first-level menu item it belongs to stays highlighted) and its page is opened.

Each page will just have fake text on it (put whatever you want).

Size is 780 wide.

After this shell is completed, we will develop content which will include some MySQL content and a lot of forms. Those will part of a future job.
