Need Programming Work/Coding on Classifieds Website

This is work that I am needing for a Classifieds website called [login to view URL] . I am going to try and explain what all I am needing so it is a long read so this will be detailed. I am trying to maintain a simple but effective way of selling products. I am trying to keep the look and feel of the website as it is because it is very easy to navigate through. I am up for ideas of course as my main goal is to become as big and popular as craig list with a few more features that craigs list do not offer.
I am wanting someone who really knows what they are doing of course and knowing how a classifieds script works and functions. I want someone that will be honest and fair and can start on this work immediately and will give this project their undivided attention please. I am going to only pay by milestones and will not release any funds until I see an improvement and work that has been performed on the site and that work is working correctly. This site is very important to me. I am looking for that somone that will take care of me to get this project done right as I have other projects I need to be worked and would like to work with you on those as well.
I of course am needing someone that will test and test over and over again the work that they have performed to make sure all functions are working correctly. I do not like it when a programmer says, check your site over and there are errors and errors from what they have done simply because the programmer has not fully tested what they have coded into the site so please test your work and how the site functions. If you know about seo, I would like the site to be worked on with seo in mind (urls seo friendly etc.)
Ok enough said, here is what I am needing:
Posting pictures needs to be looked at. It is ok to post one picture but when you go to add another picture, it does not work correctly. Currently the site is only set up to only post 2 pictures but would like to have users add more pictures in their ad if needed (I control how many pictures can be in an ad by the admin) I should be able to control the size of it and the website will take big picture sizes and automatically will reduce the size of the picture (just like craigs list)
Not sure what Show area on the site and what function it is but it needs to be looked at. Currently there are many areas in the admin called area1, area2, 3, etc. (these show up when adding a product on the site) I need google maps to track the zip code Only to show the location (in a map currently implemented on the site) of the product in the ad.
When looking at products in a category lets say here: [login to view URL],1,Buy-%[login to view URL] . There is a column called area and it has text stating area 1 etc. I would like for this to show the name of the city (lets say when I posted an ad it asked for zip code, my zip code was 30062 so my area is Marietta). I would like for this column called area to place Marietta in the column.
When looking at a product lets say here: [login to view URL],5026,[login to view URL] Again, the area there should say the area of the zip code which is Marietta since the zip code is 30062. I sent the seller of the product a message but seemed that I did not get the message. This is of course one key feature that needs to work, sending emails to the owner of the site is crucial. Once I typed the message and sent the message, at the top of the box, it said Message Posted, should say Message Sent and the message should have went
