website using facebook api

This project is to build a picture rating site that extensively uses the facebook api and a payment checkout system (paypal, and google checkout).
If you have used facebook api before this will be a huge plus.
I have most of design but is must be converted from PDS to CSS and validated (no tables)
The winner must be able to communicate via aim, skype and email. Payment will be made after project is complete and tested. I am new to scriptlance but you can see my rating on getafreelancer(eman2611)
Design of the site will be provided, however winning bidder must convert it completely to CSS and make any other design changes based on full project requirements.
Performance testing will also be required to make sure site can handle at least 100k hits daily.
