Extend PHP classified script

Hello,
a developer had coded a simple php classified ad script for me.
All of a sudden, he disapeared and left me alone with a not ready script.
He used some custom made framework. In the files i have seen DSE Engine or DSEapp. Maybe this is the name of the framework.
I am lookin for someone who will extend the script for me over a longer time. For now i need the payment function with paypal to be ready. Also it should be possible to make payment flexible. What i mean is it should be possible from the admin to turn payment on and off.
BTW: I have attached the script files for studying before you bid.
I will post the link to the demo to experienced bidders.
