PSD to WordPress Theme/Template Development

Looking for a WordPress Expert to convert my psd design to a wordpress theme/template.

This site will have a unique main front page design (provided) and 4-5 pages.

Must be W3C and SEO compatible.

Must be plug-in and widget ready for instant theme install.

Considering a blog section, this must also include a member sign-up to post comments/references.

Valid knowledge of XHTML & CSS.

I will provide the following:

- Photos to illustrate request and PSD file

- Layout/Website Examples:

- Content: (but not limited to) - Pics, video, info, articles, etc…

Items that should be added:

-Events calendar

-Forum

-Survey/Polls (on various content)

-newsletter sign up script

-blog/comments (for online users)
