Making in-community Messenger Application (Android)

Hi, I am looking for a passionate and talented freelancer

who can build a stable Android application.

What we need is a simple messenger such as what's app or maybe hangout.

But the one huge difference is that,

This time admins upload database such as names and email address.

So pretty much anyone who uses this app can have the access to anyone in community (e.g. University students).

This is basically the Yellow Page gone Messenger type.
