Simple Tags plugin for Joomla 1.5

This should be a pretty simple pluging for articles in Joomla 1.5.
(see image examples)
The tags should be taken from the keywords meta of the article.
They should appear as a list at the bottom of the article.
Admin panel should include:
- Font color for tags.
- Font size for tags.
- Option for 'with or without' underline
- What sections tags will show (multi option)
- What catagories (multi)
- Exclue article (field, id seperate by comma: 12,43,59)
- Exclude section
- Exclude catagory
- Phrase word for " tags: ", as well as font color and font size.
Tags should break to new lines if there are many.
Should be working with hebrew langauge (RTL right to left & align=right)
