Maintenance and Continuing Development of Existing Transportation Program(repost)

We have an existing Transportation Program which is a database based program written in .NET. After fields/text boxes/check boxes are filled out, it sends out an email to our transportation vendors. We need some bugs worked out, and some minor adjustments made to the program. Looking for someone familiar with .NET who can get this done easily.
Adjustments/Changes to Transportation Program as discussed:
1 - "Carrier" drop down on the "Edit" page should be locked and only link to the "Carrier" table, and the drop down needs to be in alphabetical order.
2 - Add a "Resend" button and the email-to drop down box on the edit screen. That way if we need to we can resend a quote out to email
3 - Debug - If we go to more than one quote at a time, the city and state do not clear, and if you try to clear them, it bombs the program.
4 - Drop Down Boxes - on the drop down boxes, right now if we hit "w", obviously it goes to the names that begin with "w". Make it so that is will keep getting more specific, for example if we type "WO" it would go to names beginning in WO, and so on
5 - Flags/Check Boxes - Please eliminate the word "True" from appearing in the email for all all flags/checkboxes. Only the description of the check box should show up if it is checked.
6 - When Send button is pressed and email goes out, want to print a copy of the email.
7 - Tab order - Want the text boxes, etc to be able to be tabbed through in order
8 - Default Addresses - for both the shipping from area and the shipping to area - want a check box for "Default Address". If checked, the shipping from area or the shipping to area is automatically Woonsocket, RI 02895
